If his wife has the equivalent of a Bachelor’s degree and a job offer in the U.S., the company offering her the job can file an H1B petition.

But that petition has to be at USCIS on 4/1. So he better hurry!

I would say a hard hit AZ districts’ congressman would be the best to contact on this. I doubt if a house would do it; but proposing a business venture that could ‘possibly’ employ a few dozen people might work.
